When the SDK is up and running, we'll need to have an issue template, a contributing.md and a PR template to help drive home specific changes.

Acceptance Criteria

• We should have templates for issues:
  • `.github/ISSUE_TEMPLATE.md` for Issues
  • `.github/PULL_REQUEST_TEMPLATE.md` for PRs
• A CONTRIBUTING.md for anyone who would like to come in and add their own work to the project
• We should update README.md as well to include links to the above
