Description

As a user, I want to add an environment to my existing application.

Acceptance Criteria

• it should contain an action to add an environment on the application details page
• it should prompt the user to complete an environment form
• it should allow the user to link to a managed environment or create a new environment
  • Introduce the page for all HACBS Env creation flows
    • When user clicks on "View Doc in external tab", monitor when a managed env is created as long as the user is on the page
