Steps to Reproduce

1) Login to https://qaprodauth.console.redhat.com/openshift/create/rosa/wizard
2) Click on the Associate AWS account button and follow the prompts to create and link admin, account roles, and user accounts
3) Click on the Refresh ARN's button and the account roles should be auto-filled
4) Unlink the user role, and proceed to the Review and create screen.

Expected Result

There should be an error message saying that 'no-user-role' is detected

Actual Result

1) There is no error message on the Review screen.
2) There is no error message on the Accounts and Roles page.
3) On clicking the create cluster button, the error message takes up the entire screen
