Description of problem:

During a cluster creation wizard(a ROSA with Cluster privacy as public, Use an existing VPC with a proxy cluster wide proxy enabled), In the cluster-wide proxy section, the user has kept an HTTP Proxy url with some No Proxy domain values. Once the user reaches the review and create section, decided to revisit the cluster-wide proxy and navigates to the cluster-wide proxy section again. Removed HTTP proxy url and uploaded the Additional trust bundle. Once the user reaches the review and create section, the user is able to see previously entered No proxy domain values as part of the same. Also note that clearing HTTP proxy url field doesn't clear/reset the No proxy domain field in cluster-wide proxy section.

Steps to Reproduce:

1. Launch OCM staging env.
2. Open ROSA wizard and input required values in each section.
3. Once it reaches the networking section, Choose the Cluster privacy as public and check both options i.e. Install into an existing VPC ,Configure a cluster-wide proxy.
4. In the cluster-wide proxy section, input values to the HTTP Proxy url and No proxy domains fields.
5. Navigate further steps and view the definition from the review and create section.
6. Go back to the cluster-wide proxy section, remove the HTTP Proxy url and upload Additional trust bundle.
7. View the behavior of No Proxy domain field.
8. Navigate further steps and view the definition from the review and create section. 

Actual results:

In Step 5, Cluster proxy definitions are shown i.e. HTTP Proxy URL along with No Proxy domain values shown as expected.

In Step 7, No Proxy domain field is disabled but previously entered values are still visible.

In Step 8, Cluster proxy definitions are shown i.e. Uploaded Additional trust bundle shown along with previously entered No Proxy domain values are also shown.

Expected results:
In Step 7, No Proxy domain field should be disabled and reset to default value or empty.

In Step 8, Cluster proxy definitions should show the Uploaded Additional trust bundle without any No Proxy domain field values.
