Description of problem:
In the Associate AWS Account dialog, the user has selected the checkbox named " I've enabled ROSA service in my AWS account". The checkbox is unselected when the user navigates to the next step and comes back to the "Enable ROSA Service" section.

Steps to Reproduce:
- Launch OCM staging env.
- In the ROSA cluster wizard > Accounts and roles > click on the "associate AWS account".
- From the Associate AWS Account dialog > Enable ROSA Service > select the checkbox "I've enabled ROSA service in my AWS account".
- Click "Next" and Click "Back".
- View the value of the checkbox.
Actual results:
The checkbox named "I've enabled ROSA service in my AWS account" value is not preserved once the user navigates between sections and comes back to the first page. i.e. In this case, the checkbox is unselected.
Expected results:
The checkbox named "I've enabled ROSA service in my AWS account" value should be preserved as the previous i.e. checkbox should be in the selected state.
