When a ROSA cluster is being installed, we display a progress stepper bar and a provide the user with the ability to cancel the cluster creation. There is a cancel link that is prominently displayed in there. The user can always delete their cluster, during or after installation, without the need for a separate and explicit cancel option.

We should remove the cancel cluster option and just let customers delete the cluster if they need to do it during or after installation.
