Rearrange the order of prerequisites on the ROSA wizard

      The current prerequisites list "Review and configure the AWS prerequisites for STS with ROSA." as the first prerequisite. However, the instructions in the documentation that this step points to requires the user to use the rosa CLI. However, the prerequisite for installing the rosa CLI is number four on the list.

      Update the order of the prerequisites as captured below.
