it seems users are struggling with role creation (see this thread on CoreOS slack).

if the current roles were created using an older version of openshift, new roles have to be created with the new version.

for some reason, the UI does not always show the instructions to create new roles when appropriate.
we need to show this message (instructing to run rosa create account-roles) in all appropriate situations.

another point of struggle was around CLI tools, so we may want to somehow emphasize the instructions on installing the latest versions of oc / rosa.
this can be included as an additional note/reminder inside the blue info-box at the step bottom (for the roles version compatibility).
