As a user, I need the ability to import and register my *ks cluster.

Designs are still needed but a sample flow would be:

1. User goes to cluster list and selects import cluster.
2. Modal pops up asking for creds(Kube config?) and cluster info
3. User then does steps to connect cluster(Install agent?)
4. Creates or add location\location workspace to the cluster 
5. Once completed modal closes and user is back to cluster list where their *ks shows up in list 
6. User can select cluster and see a limited cluster details page(we don't have as much info about cluster since its not OpenShift)
