Integrate Cypress into OCM GitLab CI process so that MR code is tested against cypress tests before merge process is allowed to continue.

• Current Selenium tests are triggered via Jenkins and run via podman and browser+static_html.  see: pr_check.sh, run/selenium-pod.sh
