User Goal
As an Architect, I want create a workspace resource.

The purpose of this story is to create the workspace create modal.

Note: The modal could be eventually be replaced by a standalone page, when the create process gets more complex.

AC

• Build the workspace create modal(which will also handle errors) as a dynamic plugin with following inputs:
  • Workspace name
• Add Create workspace button next to the Search input field. Button is available for users who have workspace creation permissions. HAC Core story that allows adding global action to the top of a list view:  https://issues.redhat.com/browse/HAC-1714 
• Place it to the [hac-infra|https://github.com/openshift/hac-infra repository.
