[OCM Wizards] Failed to list existing VPCs

Where: Create ROSA Cluster -> 3. Networking -> VPC Settings

Issue: UI shows the error message: Failed to list existing VPCs, validations will be partial.

Expected: UI would show: "No VPCs found" (or equivalent)
