Proposing we create a demo operator than can be deployed to a cluster that the demo plugin in the OCP console can be deployed too. This has multiple benefits:

1. Can act as an acceptance test for the work migrating the console dynamic plugin SDK to a standalone repo/SDK for the HAC core efforts
2. Resolves console bug(s) around E2E test regressions when changing the console operator code (string changes etc)
3. Simple operator can be used for other various testing efforts and covers additional test gaps we may have

Acceptance criteria
1.  Demo operator created and able to be deployed to a cluster
2.  Console E2E tests can be run against demo operator (need operands)
3.  CI for deploying demo operator and demo plugin to a cluster
