Since STS clusters require manual customer actions before upgrades can be successful, we should disable the Automatic Upgrade for all STS clusters.

All OSD/ROSA clusters should default to manual(scheduled) upgrades for y-stream, going forward.

In the UI, we should grey out Y-stream automatic upgrades at new-cluster provision time, and anyone that has currently set manual upgrades should not be able to switch to automatic.
