Brew uploads are failing for all arches with the error:
Error: policy violation (cg_import) [rule: cg_match_any coreos-assembler :: ... all :: deny]

The error seems to be only in 4.9 and 4.10

We have 2 issues here:

• The pipelines didn't catch the error and finished as successfully causing the error to no be noticed for months.
• Understand why this error is happening
