As a user of OCP
I want to be able to launch RHCOS VMs in IBM Cloud without uploading my own image
So that i can do IPI style installs of OCP

Acceptance Criteria

• upload steps added to pipeline code
• configuration added to pipeline configuration (jobspec.yaml)
• upload to IBM Cloud is successful from dev pipeline
• upload to IBM Cloud is successful from prod pipeline
• booting RHCOS from uploaded image is successful
