Description of Problem
- When the Helm Chart manifests in the Helm Repository change, without updating the chart version, the latest changes are not pulled after `--repo-cache-expiration` duration(default 24h) is expired.
A hard refresh is required to re-pull the helm chart and get the latest manifests.

Steps to Reproduce
- Create an ArgoCD Application, using a helm chart from Helm Repository
- Update the helm chart manifests(without updating chart version)
- post `--repo-cache-expiration`, new changes are not fetched.
- A hard refresh is required to later sync the updated manifests.
