`--repo-cache-expiration` does not re-pull the Helm Chart

      Description of Problem

      • When the Helm Chart manifests in the Helm Repository change, without updating the chart version, the latest changes are not pulled after `--repo-cache-expiration` duration(default 24h) is expired.

      A hard refresh is required to re-pull the helm chart and get the latest manifests.

      • Update the helm chart manifests(without updating chart version)
      • post `--repo-cache-expiration`, new changes are not fetched.
      • A hard refresh is required to later sync the updated manifests.
