Unable to connect to Github Repository when using Github Apps Template

      Description of Problem

      1. The connection to Github repositories via Github App template works untilĀ  GitOps v1.16.0 and fails when upgrading to any greater version.

      2. Editing the ArgoCD CR and downgrading the argocd version up till`2.14.11`, works but fails with `v2.14.12`
