Deprecate argocd-cli RPMs for RHEL 8 and RHEL 9

      As of this release, the RPM package of 'openshift-gitops-argocd-cli' on RHEL 8 and RHEL 9 is officially deprecated. We will continue to provide these RPMs in the current release to allow for a transition period. However, starting with OpenShift GitOps v1.20.0, we will no longer publish this RPM to the repositories. Please update your deployment pipelines to download the binaries directly from the Content Gateway (https://developers.redhat.com/content-gateway/rest/browse/pub/openshift-v4/clients/openshift-gitops/). We recommend testing this new download method immediately to prevent any future disruption.

      openshift-gitops-argocd-cli RPM is currently in Tech Preview. It was originally published as an RPM to RHEL 8 and RHEL 9 RPM repositories. CPaaS binary signing and release pipeline required binaries to be built and published as an RPM artifact. With Konflux , this is no longer a requirement and binaries can be signed and published directly from a container image without an RPM.

      Going forward, all OpenShift GitOps binaries would be built, signed and published as binaries in Content Gateway (CGW) and mirror.openshift.com. RPMs will no longer be published in RHEL 8 and RHEL 9 repositories and will be discontinued.

      The RPM is deprecated in 1.19.0, so the RPM will still be available in RHEL 8 and RHEL 9 RPM repositories for this release and removed completely in 1.20.0.
