Description of Problem

• Deleting an application from workload cluster in a managed mode set up doesn't cause a recreation unless some operation from control plane is made 

Problem Reproduction

1. Setup principal argocd agent/argocd/managed mode argocd
2. Create an application in principal namespace (on hub cluster)
3. Verify that application is synced to managed mode argocd-agent namespace (spoke cluster)
4. Delete the app from managed agent namespace (spoke cluster)
5. Verify: the app that was deleted in the previous step should be quickly recreated.

Acceptance Criteria

• If the problem is not reproducible, close the JIRA ticket.
• If the problem is reproducible, create an E2E test that reproduces the issue.
• Then investigate and fix the issue.
