Need to investigate the user-reported issue in image updater: https://github.com/argoproj-labs/argocd-image-updater/issues/1173

• try to reproduce the problem: when a new commit is pushed to the source git repo, but outside the source path for the application, the user is seeing image updater run and update the image digest in the application with the same digest, since there is no new image digest available.
• clarify with the reporter if necessary for more details
• if it is reproducible, investigate root cause and fixes.
