GitOps Operator End-to-End automated testing

As a developer, I need to reduce the amount of manual testing before each time I can release.   I need to discover issues in particular regression early before they are merged.

Acceptance Criteria

• e2e testing to deploy, create, delete Argo CD
• upgrade testing
• create backend service
• create routes to backend service and Argo CD
• The e2e tests are run against a bundle built from the master
