This ticket covers the refactoring of the Argo CD resource tracker l to introduce dedicated in-memory storage to store discovered resources and a background consumer loop that updates the in-memory storage and the argocd-cm only when a new resource kind is discovered.

Acceptance Criteria (Mandatory)

• The PR is created and merged into the upstream project.
• The dedicated in-memory storage correctly tracks newly discovered resource kinds and namespaces

• Duplicate entries are ignored

• All tests (unit and integration) pass
