Only one replica is created for redis-ha-haproxy

      Before this update, enabling High Availability (HA) in Argo CD (ha.enabled: true) resulted in only one replica being created for the redis-ha-haproxy component. This could cause issues accessing the Redis cache if the node hosting the HAProxy pod is down.

      With this update, multiple replicas of the redis-ha-haproxy component are created when HA is enabled, preventing single points of failure in Redis access.
