Description of Problem

• Upstream argocd has merged "Adds a missing nil check to status.placement for Policy." into Argo-cd 1.14 and Argo-cd 1.13
• https://github.com/argoproj/argo-cd/pull/22505
• This completes the fixes provided in https://github.com/argoproj/argo-cd/pull/21297
• Customer using Validated Patterns cannot make changes to the ArgoCD that is managed by Validated Patterns Operator, and their deployments will fail.
• The solution is to update The Argo-cd pods to a newer version of Argo-cd that contains the merged fixes.
