We need to enhance the argocd-resource-tracker project by adding a comprehensive README file and proper build configuration to improve documentation

Acceptance Criteria (Mandatory)

1. A well-structured README file
2. Build configuration (e.g., Dockerfile, Makefile) is added or updated to ensure the project can be easily built and deployed.
