As a layered product we are required to support FIPS 140 by January 31st 2025.

Operator requirements:

• Use the openssl-fips-provider package/rpm
• Set the FIPS infrastructure annotation to `true`

According to this internal document we can still use our UBI-8 base image. Customers requiring FIPS support will be using OCP 4.12 or 4.14 only. 

This spike is to assess the work to meet these requirements, create jiras for implementation, and determine if we are able to complete the work as part of a z-stream release before the January 31st deadline. If the work is too large for a z-stream we will need to request an exception from the OpenShift team.
