Test ArgoCD UI Login as part of 1.13.2 validation

Description of Problem

• When the ArgoCD login link is launched, the initial view does not directly display the login page. Instead, it shows various layouts, ArgoCD versions, and tabs before finally loading the login page. This behavior may lead to confusion for users expecting an immediate login prompt.

Steps to Reproduce

• Install GitOps operator on your cluster.
• Navigate to Networking -> Routes in openshift-gitops project, click on the link that takes you to the ArgoCD UI page.
• Observe the initial screen that appears.
• Note the presence of layouts, ArgoCD versions, and tabs before the login page loads.

Expected Results

• The login page should be displayed immediately upon launching the ArgoCD login link.

Actual Results

• Users see multiple layouts and information before the login page appears.
