Add the upstream repo for argo-agent to CPaaS and midstream for 1.15 onwards.
Create images for argo-agent and principal components based on their Dockerfile

- Make additions to the upstream sources file and add the dockerfile to our midstream here - https://gitlab.cee.redhat.com/gitops-cpaas-midstream/gitops-midstream-repos
- Check the build process in Jenkins passes with no failures

- argo-agent component added to CPaaS pipeline for 1.15
- argo-agent principal component added to CPaaS pipeline for 1.15
- midstream managed gitops dis-gist folder added
- cgit/dist-git branch to create for manage gitops
- build successfully in midstream

- Code is completed, reviewed, documented and checked in
- Unit and integration test automation have been delivered and running cleanly in continuous integration/staging/canary environment
- Continuous Delivery pipeline(s) is able to proceed with new code included
- Customer facing documentation, API docs etc. are produced/updated, reviewed and published
