Description of problem:

From openshift-gitops v1.10 onwards, users  are unable to create Argocd via Developer Console 

Openshift Console --> Developer View --> "+Add" ---> Operator Backed --> Search for "argocd"

Steps to Reproduce

Openshift Console --> Developer View --> "+Add" ---> Operator Backed --> Search for "argocd"

Actual results:

Argocd is not available to create

Expected results:
