      As a QE trying to utilise Rosa HCP for testing I want to auto-install the Operator for use in release testing. 

      Background (Required)

      Install of the operator on Hypershift may required hypershift-operator We need a work around for imagepullbackoff issue on HCP clusters. We may be able to utilise the solution (2) suggested  here https://access.redhat.com/login?redirectTo=https%3A%2F%2Faccess.redhat.com%2Fsolutions%2F7055337 

      Investigation required for another solution suggested in comments here https://issues.redhat.com/browse/OHSS-31340

      Approach (Required)

      As part of the Provision pipeline include the install of the operator. Some investigation is required to know if we can do a typical install of if the hypershift operator is needed.
