Look at E2E/unit tests, and unit test coverage for Rollouts operator and make a list of remaining test gaps that the team can fill in, to make us confident in the behaviour of Rollouts operator.

Acceptance Criteria:

• Go through current status of E2E/unit tests, along with coverage from those tests, and make a list of under-tested parts of the code
• Convert that list into JIRA stories
