Remove Dev Preview badge on Dynamic Plugin

Description of problem:

In both the gitops static plugin and dynamic plugin, the pages show the "Dev Preview" badge. This should be replaced with "Technical Preview" badge (if it will stay in Tech Preview- check with Harriet about when this should go to GA)
