Dynamic Plugin not enabled by default

Description of problem:

Dynamic plugin should be enabled by default but it is not. Although, seems like relevant resources get created by default. 

Also, when we enable dynamic plugin manually after the installation (without the env variable), static plugin is overridden

[1.11 only] If we enable dynamic plugin before installation, static plugin is overridden, and static plugin does not load (shows buffer icon with and without apps as well)

This occurs on: 

• AWS 4.15, v1.11.1
• AWS 4.15, v1.12.0{}
