[Bug RC-v1.12.0-3] `Create Job` from ArgoCD UI fails

      Description of problem:

      Create Job from ArgoCD UI for a cron job throws:

      Unable to execute resource action: jobs.batch "hello-202402291833" is forbidden: cannot set blockOwnerDeletion if an ownerReference refers to a resource you can't set finalizers on: , <nil> 

      There has been a similar report: https://issues.redhat.com/browse/GITOPS-4133 

      The jobs get created eventually but this error can be seen even when no jobs are created. 

      Workaround

      Prerequisites (if any, like setup, operators/versions):

      RC 1.12.0-3

      Steps to Reproduce

      1. Install the operator
      2. Create an app from https://github.com/chengfang/argocd-example-apps/tree/master/batch
      3. Click on Create Job from drop down in the app details

       

      Actual results:

      Expected results:

      Job creation should be successful
