Steps:

1. Install previous operator version - 1.9.2 for this release
2. 1. After install gitops-operator and pipelines-operator, go to Workloads > Deployments
3. Select openshift-operators in Project dropdown
4. Select gitops-operator-controller-manager
5.  Click CSV gitops-operator.v.x.x.x and go to the CSV details page
6.  Select YAML tab
7. Search “env:” and append below to the end of the env vars list - name: DYNAMIC_PLUGIN_START_OCP_VERSION value: 4.12.0
8. Click “Save” and “Reload” and dynamic plugin is ready for test
9. . Confirm dynamic plugin works just like static (Developer -> Environments x2, - all links work as expected). Refer Environments Page Quick-start section on New Hire Dev Environments Setup to see how to set up current static plugin. 10. Upgrade to latest - 1.10.0 for this release 
11. Perform Dynmaic Plugin works as expected. (see step 9)
