As a QE trying to automate manual efforts, I want CI to be automatically enabled on version specific branch whenever it is created

Background (Required)

Currently __ we don't have any automation in place for detecting a new branch creation in gitops operator repository and raise a PR against Openshift release repository for enabling CI.
