Upstream Argo CD has moved to using go version 1.19. We should follow suit for upcoming versions of ArgoCD operator so we stay in sync and avoid any potential incompatibilities

Acceptance Criteria:

• ArgoCD operator golang version = v1.19
• Upgrade the dependencies
• bump the golang-ci version if required
• All tests are passing
• Identify the code refactoring and code improvements and create the required stories
