Description of problem:

Fix for https://issues.redhat.com/browse/GITOPS-1949 is missing with 1.8.0-22 RC. Static plugin shows no environments and dynamic plugin breaks. 

Prerequisites (if any, like setup, operators/versions):

Tested with 1.8.0-22 RC on OCP 4.11 and 4.12

Steps to Reproduce

1. Git clone product-catalog-basic git repo to your local. Note that product-catalog-basic is not generated by Kam
2. Install gitops-operator in your cluster and go to Developer tab, click on Environments button from left pannel
3. In your local terminal, go to product-catalog-basic directory and run "./bootstrap.sh" to deploy the application
4. In Environments page, click on product-catalog-basic to go to the Application environments page.
5. Observe that 3 environment cards are showing with no issues on the Application environments page.
6. Make some modifications so that application goes out of sync/ missing
