Description of problem:
RedHat OpenShift GitOps applications are clogged if one of the application is stuck in ArgoCD.

Prerequisites (if any, like setup, operators/versions):
Gitops operator
Whenever a client has an application that is stuck in ArgoCD, it seems to be blocking all other applications in a queue.
Actual results:
If one the application is stuck the other applications in the queue are been getting blocked.
Expected results:
All the applications should run fine even if one of the applications gets stuck the rest of the applications should not get blocked from running smoothly.

Red Hat OpenShift GitOps: 1.6.2

- Client have installed "Red Hat OpenShift GitOps" operator in their OCP cluster.
- Created multiple argocd instances in different Namespaces
- They have multiple applications deployed from these instances .
- If any one of the application gets stuck it results in blocking rest of the applications in queue.
