[UI] Locale translation missing for commit not available messages on card

Description of problem:

In the Details page, if the environment's commit information is not available, the card is significantly smaller than the other cards.  It makes the view look unpolished.

Three new contents have been added to the locale and the translation of the new contents for other languages are missing.

Prerequisites (if any, like setup, operators/versions):

Steps to Reproduce

1. The app needs to be unknown and has an error on sync
2. Set language preference to other languages to see messages on env cards

Actual results:

Translation is missing, English messages are showing

Expected results:

Card messages are showing in the selected preferred language.
