Description of problem:

The URL for the Argo CD link in the card is specific to naming conventions set out by KAM. It should be made more generic if these pages are to be decoupled from KAM.

Opening this since this is a UI change and can be done as a bug fix separately than the main changes for 1949

The fix must be applied to the dynamic plugin and the static plugin

Steps to Reproduce

1. Apply a non-KAM generated GitOps structure (See me)
2. Go to the details page and and click on the Argo CD Link.

Actual results:

Will get "Failed to load data". 

Expected results:

Link should bring you to the app in the Argo CD UI
