feat: add support for env and proxy vars for notificaitons #771

Notification controller spec doesn't support configuring the env but other controllers do have this capability. The customer's notification system sometimes needs to go through a proxy server therefore ArgoCD CR needs the ability to configure the notification controller with proxy env.
