Make kuttl E2E tests run as part of gitops-operator test suite

Note: this story should only be worked on once all kuttl e2e tests in gitlab have been moved over to the gitops-operator repository in github (https://issues.redhat.com/browse/GITOPS-2218) 

Acceptance Criteria: 

• make kuttl e2e tests run as part of the testing suite in gitops-operator
• kuttl tests should only run under certain circumstances, such as certain file changes or the PR has a semantic title that triggers the tests. This way they will not be executed in the case of a PR that only changes something such as docs.
