Openshift Gitops on 4.11 seems to be non functional

While trying out if our validated patterns work on 4.11.0-rc.1 we noticed that openshift gitops (1.5.3) is not working and errors out in the logs with:

Not sure why we only get 1.5.3 (as opposed to 1.5.4 that we obtain on OCP 4.10). I did check and there are no other update channels that have a later version
