We have an agreement with Intuit that we would drive the effort of assessing the current state of the Argo CD Image updater project, identifying any critical blocking issues and breaking changes that need to be addressed before merging the projects and scoping/sizing out the work that would be involved in actually performing the merge 

Acceptance criteria

 - Proposal to upstream get accepted.

• Assess the current state of the image updater project - including outstanding bugs/enhancements
• Identify set of bugs/enhancements/tasks that need to be undertaken before the merge can be done
• Move image updater code into core argo-cd controller package 

• Add/update e2e tests to align with upstream Argo CD
