Dex installation in pending state for ocp 4.11 and k8s v1.24

With k8s v1.24 serviceaccount does not come up with secrets/tokens by default and for Dex SSO we are using service account as oAuthClient.

Acceptance Criteria :

1) All the default components of gitops operator should get installed on k8s v1.24 and below and on corresponding ocp versions.

2) Dex SSO should work as it's working now.
