Dex can't be disabled

As an Argo CD Admin, I want to disable DEX on the complete cluster. Argo CD Operator supports this by enabling `DISABLE_DEX` env var in subscription resource. You can refer the documentation here

But this is not working. This needs to be fixed asap.
