Downstream CI: create a pipeline to provision clusters and setup productized operator

• Create a pipeline to help end users to provision any cluster on demand and setup productized operator(gitops) with input parameter as index number(from CVP test pipeline) 

Acceptance criteria:

• To provision ocp cluster on demand on any cloud platform (AWS,PSI)
• To have same method of configuring p12n operator on any ocp environments(Normal, disconnected, proxy enabled)
• pipeline should enable end user to have infra ready with required gitops build configured and ready to be inatsalled with single click.
