Downstream CI: Migrate QE system to managed OCP instance

• As we maintain our own cluster to run our downstream CI workloads, it's been hard to manage the cluster(CICD) on PSI, so we decided to prune our cluster, instead use managed cluster to run our workloads

• we have got dedicated namespace `devtools-gitops` on manged cluster on psi https://ocp-c1.psi.redhat.com/ all our team can login into it, with LDAP credentials (with pipelines, gitops installed to it)

Acceptance criteria:

• prune CICD cluster
• cleanup PSI resources and make resources avaialble for provisioning test cluster
• migrate tasks/pipelines to managed cluster
